Understanding Ghana's customs rules is important before you ship anything from Turkey. The good news is that Ghana allows a wide range of goods to be imported โ and when you ship with us, we handle all the paperwork and clearance on your behalf. This guide explains what you need to know.
Who Manages Customs in Ghana?
All imports into Ghana are managed by the Ghana Revenue Authority (GRA), specifically the Customs Division. Goods arriving by sea enter through Tema Port (near Accra), while air cargo enters through Kotoka International Airport.

How Are Import Duties Calculated in Ghana?
Ghana uses the ECOWAS Common External Tariff (CET) for most imports. Duties are calculated on the CIF value โ that is, the cost of the goods plus insurance plus freight.
Typical duty rates by category:
| Category | Import Duty Rate |
|---|---|
| Raw materials | 0โ5% |
| Semi-finished goods | 10% |
| Finished goods (clothing, electronics) | 20% |
| Luxury items | 20โ35% |
On top of import duty, there is also VAT (15%), ECOWAS Levy (0.5%), and the NHIL/GETFund Levy (5%). We calculate all of this when preparing your documentation so there are no surprise costs at the port.
What Documents Are Needed for Ghana Customs?
For a standard personal or commercial shipment, the following documents are required:
- Commercial Invoice โ itemised list of goods with values
- Packing List โ detailed breakdown of what is in each box
- Bill of Lading (sea) or Airway Bill (air)
- Import Declaration Form โ filed through Ghana's ICUMS system
- Importer's ID โ Ghana Card or passport of the recipient
We prepare all of these on your behalf. You simply provide us with a clear list of your goods and their approximate values, and we handle the rest.
How Long Does Customs Clearance Take in Ghana?
For straightforward shipments, customs clearance in Ghana typically takes 3โ10 working days after arrival at Tema Port. Delays can occur if:
- Documentation is incomplete or incorrect
- Goods are selected for physical inspection
- Duties are unpaid or disputed
Because we prepare all documentation correctly from the start, our shipments rarely face unnecessary delays.
Personal Effects vs Commercial Goods
There is an important distinction between personal effects (things you already own and are sending home) and commercial goods (items bought for resale). Personal effects that are clearly used and not for commercial purposes may attract lower or no duties. Commercial shipments are always subject to full import duties.
